        Tier 1:

        Scavanger – Reload ammo from bags + Spawn with more ammo
        Blind Eye – Undetectable from air support + Faster launcher lock on and extra damage to air support

        Tier 2:
        Hardline – One less kill for Killstreak + Two assists count as a kill towards next killstreak

        Overkill – Two primary weapons + Second primary can have 2 attachments
        Quickdraw – Faster aim down sights + Faster animation of using equipment and throwing grenade
        Blastshield – Flack Jacket (Immune to most explosives) + Immune to stuns and flashes



    Adding Scavenger Pro & Hardline Pro together will be popular for the players wanting the higher pointstreaks.
    Just spam concussions/flashbangs and get all the assists will get to pointstreaks much faster

    Adding Sleight of Hand Pro & Overkill Pro together is powerful. Imagine a player with a Assault Rifle and Shotgun (for close quarter combat)
    Swapping between your assault rifle and shotgun will be much faster as well

    I don't forsee players stacking Assassin with Blind Eye (unless they are taking down air support).
    Using that setup against players using the one's I've mentioned before & possibly Sleight of Hand Pro & Quickdraw Pro users will be a waste of a setup.





    You are forgetting that the Specialist Package gives the player ALL PERKS they get 8 kills. That is quite easy to obtain if someone is using this setup.

    there is a black bird in here the counter for Assassin it work in Black ops why not here.

    I am not saying that the AUAV (MW3 version of the blackbird) will not be used but I just do not see it being used nearly as much in this game then in black ops because they separated the killstreaks in MW3.

    People are complaining that you can use Assassin and Blind Eye together? Jesus, they were basically one perk in MW2 and Black Ops. Plus there's quite a lot of amazing Tier 2 perks you're giving up. I'd be more frightened of a camper with Blast Shield Pro.

    Flak Jacket + Tactical Mask Pro was a deadly combination in Black Ops.. Now it's going to be 1 perk in MW3  :shock: I'd prefer to come up against Assassin campers as well lol, at least you can stun/semtex them

    Lol I'd rather someone camped to get some extra perks, than have someone camp for a decent pointstreak award like the AC130

    And then they die and lose them all.

    Here is a better example of what they get once they get there 8th kill in a row (I am not sure if they get the pro versions of the perks)


    Tier 1 Perks

    Recon- Explosive damage paints the target on the mini-map.     
    Pro- Bullet damage paints the target on the mini-map.
         
    Sleight of Hand- Faster reloading.     
    Pro- Swap weapons quicker.

    Blind Eye- Undetectable by air support and sentries.     
    Pro- Launchers lock-on faster. Extra bullet damage versus air support and sentries.

    Extreme Conditioning- Sprint for longer periods of time.     
    Pro- Climb obstacles faster.

    Scavenger- Resupply from dead enemies.     
    Pro- Spawn with more ammo.


    Tier 2 Perks


    Quickdraw- Faster ADS.     
    Pro- Recover from equipment and grenade usage quicker.
         
    Blast Shield- Increased explosive resistance.     
    Pro- Resistance to flash and concussion grenades.

    Hardline- Pointstreaks require 1 less point.     
    Pro- Every two assists earned count as a point toward pointstreaks. Deathstreaks require 1 less death.
         
    Assassin- Undectectable by UAV, portable radar, thermal and heartbeat sensors.     
    Pro- Immune to CUAV and EMP. No red crosshair or name when targeted.

    Overkill- Second gun is replaced by a primary weapon.     
    Pro- Two attachments for second weapon.


    Tier 3 Perks

    Marksman- Identify enemy targets at long range.     
    Pro- Hold breath longer.
         
    Stalker- Move faster while aiming.     
    Pro- Delay enemy claymore explosions.
         
    SitRep- Detect enemy explosives and tactical insertions.     
    Pro- Louder enemy footsteps.

    Steady Aim- Increased hip fire accuracy.     
    Pro- Weapon is ready faster after sprinting.

    Dead Silence- Silent footsteps.     
    Pro- Move quietly. Reduce the effects of Recon.




    This makes that player almost invincible plus if one of there teammates gets the ballistic vest then they would have something similar to Juggernaut. This person who has all of this will win at least 90% of there firefights because they have all these perks.
