Let's think about this in a perspective where everything related to zombies and teleportation never existed. Where Richtofen was Maxis's assistant, and both were good in their own world.
Who do you think was less evil at that point? Where there was almost no evil at all? (Aside from Nazis being Nazis.).
Well IMO they both were not evil. Maxis was the head of a large group of scientists that needed funding during a war. He accepted an offer to make weapon for money. That's not evil that's a business decision that any CEO would make in order to keep furthering their dream. (Well most anyway)
At that point I still feel like Richtofen was slimy and sneaky. Maxis is just a boss who is forced to make boss decisions.

Well if he is only under the power of influence then he must be more evil,
As evil wouldn't be able to influence any one who wouldn't let it,
It's like if I heard voices in my head saying kill prostitutes I would go see a doctor and ask for help, no matter what the voices offered me in return,
But Peter Sutcliffe didn't ask for help he went on and killed 13 women or there abouts, making him evil,
But we do not know who or what the influence within the MPD is, ir what their true intentions are.
If it is the Vril, then I am sure they are not evil, or at least are portrait as being of good will within the novels they appear in.
If it is Satan/Mictlantecuhtli/Demonic creature, then we are to assume they are evil, and then he WOULD indeed be the more evil party.
I am still unsure of the origins of the MPD, and still feel it is Vril in nature, despite it now coming into play that is likely to be the controller of hell now.
Maybe the MPD is a Vril prison or gateway to hell?
