Sorry to hear you are having issues with freezing. Please try the following and let us know the results Activision Support
Additionally, please check the game disc for any fingerprints, scratches or cracks. Also, indicate if you see any blinking lights on the console once it shuts downs after the freeze.
Can you let me know what troubleshooting steps you have already taken in regards to your freezing? Also, what other DLC do you currently have installed?
You also stated, you are experiencing large amounts of latency. Can you please let me know the following:
- Are you on a wired or wireless connection
- Run a test at Speedtest.net by Ookla - The Global Broadband Speed Test and let me know the results
- Try powercycling your connection/router
To fix that for the PS3 delete the texture install data.
To do this, locate the Game Data Utility in the XMB.
Find the Black Ops 2 Install file and simply delete it.
You do not need to delete the other file which is the DLC Data,
to distinguish between the two, depending on how much DLC you have acquired,
the DLC file should be about 2GBxDLCs so 4 DLCs would be roughly 8 or so GB.
