I have tried many times to do the update from 4/21 for COD BO3 and i continually get an error message. My xb1 live membership and connection are fine
Put this post in the support section and see if they can help you there. When they see it they will probably ask you a bunch of things like, if you have cleared your cache and what error code are you getting. They will want your GT maybe, and if you are using a disc or digital. You could also try deleting the game and reinstalling it. These are all the things you will hear about if you look into the support section of the forum. Good luck.
