First off, it's ridiculous to pair an afterburner like perk to only one specialist. But that will never change so too bad.
I think just a few tweaks would balance it out.
Rewind is too powerful for its load time. You can get it like 5 times in a game. It needs to regen a lot slower. It also refills all your ammo! That's insane. I know people who use it as an alternative to scanvenger. It should reload you clip and that's it. Not the whole ammo capacity. That's ridiculous.
These changes would make it a lot more balanced.
Propulsion is a trait like Infusion, Man At Arms, Shockwave, Supercharge, Perception, Relay, Trophy Drone, Hardened, Ping, Persistence, Resupply, Marked Target, Rearguard and Heightened Senses are all traits, and they can all affect how a gunfight plays out. Why is everyone obsessed with Synaptic or Propulsion? First they nerfed general boost recharge time, which nerfed Propulsion, but then they nerfed Propulsion anyway. Are you seriously telling me that the equivalent of Afterburner is worse than running into endless Hardened Micro Turrets and trip mines or cryo mines, or playing in a lobby full of scrubs running Portable Radar with Resupply? The problem is what is essentially Afterburner is tied to a single rig and it can provide an alternative to Scavenger? Well first of all, as someone who did this initially, I can tell you it's not viable at all since its charge time nerf unless you use something like a Mauler with extended mags and Hardline. Before its nerf you could Rewind every 46 seconds or so if you averaged 500SPM, according to TDM only. How many people do that? Since its 50% charge time nerf that's no longer reliable, even with something like the slower firing NV4 with extended mags and Hardline. My TDM SPM overall is 651, and even in games where I'm pushing 900-1200SPM in any given minute, it's rarely viable unless you use a slower firing weapon, you use a Mauler with extended mags, you avoid long range, or you find a rare lobby where hit reg is superb and you aimbot people. That aside, even if it was still a reliable alternative to Scavenger, would you not say the same for Trophy Drone? OMG, put on a trait and it's like you don't need either Tac Resist or Blast Shield because it'll tank both! Broken, nerf it.
Rewind isn't overly powerful at all. It's an ability that takes 90 seconds to charge yet it pulls you back into a random spot that you can't control or predict, and you get an ammo top up. Man At Arms doesn't need to be earned -- you simply spawn with it -- and it gives you max ammo so you can simply choose a class and camp your way to max streaks without ever having to move. There's no risk in that, but there's a risk in Rewinding to top up ammo or escape a bad situation because you can simply end up being thrown into another. Tell me how that's imbalanced compared to something scrubby like Active Camo (which REMOVES aim assist), or the Equalizers/Claw/Ballista which guarantee easy kills. Rewind, Phase Shift, Combat Focus and Overclock are the only payloads that don't absolutely stink of hand-holding cheese.
People are so ignorant about Synaptic that it's still called "skinny bot" as an insult to its users when they don't seem to understand it has the same hit box as every other rig. So many excuses. The best part is how you can ask them to use it themselves and show us how it turns them into unkillable gods, since it's clearly oh so powerful, yet they can't and won't lol

Dude seriously in a game where jumping high gives you a significant advantage, why should only one specialist have that perk? That ***** should have been selecteable for anyone not just synaptic. I play TDM solo, and most of my time is spent rotating between the Type 2, Mauler and RPR, and if I use Synaptic it's with Rushdown, but the majority of my time is spent switching between Combat Focus, Rewind and and a little Phase Shift.
I'm a stats guy who looks at the facts, numbers and logic rather than ignorance and "oh something killed me, must be OP" to conclude whether or not something is balanced. Next joke?

you rewind to an earlier place. It's not hard to predict. And you have full heath, full ammo, can stay in the air longer. I don't know what world you live in. But I know for a fact tryhards use synaptic for a reason! It's the most overpowered rig in the game.
I've never seen anything more tryhard than crying about something. Anyone who's read my posts on this forum knows I'm the first to complain about something imbalanced and demand action from devs.
Feel free to post gameplay of you playing at your normal level with a rig you consider "not overpowered", and then a follow up of Synaptic turning you into a super beast capable of dropping nukes on sweats. I'll wait.
For my playstyle/ skill level phase shift is way more OP for me in core. Only time I ran Synaptic consistently was with the howitzer, you kind of have to because it won't get more ammo without rewind in a single life. I don't think I would have gotten either de at last week with Rewind, phase shift saved my life 2-3 times each game. Combat focus and resupply with personal radar is the best rig in hardcore by far but they forced it by nerfing reactive armor. I loved the slightly faster movement and max ammo of man at arms but armor is worthless in hardcore now, it's okay in core I guess. Like BO3 the armor seems very connection dependent.

i don't know why you don't get that propulsion being tied down to a single rig is just plain unfair.
I'd like to see footage of you playing against tryhards spending 80% of their time in the air with that crap. Jumping is such a core mechanic in this game. It's like if they put fast hands on only one rig. I I doubt they will change that this late into the cycle, but the fact remains that synaptic is the strongest specialist.
Like Infusion being tied to one rig is unfair? Or Resupply being tied to one rig is unfair? How about Ping or Man At Arms? Surely they should just bring back ICU, Ping or the old, equipment-refilling Scavenger as perks for everyone to use? ¯\_(ツ)_/¯
I played a 5.4KD player who was using Rewind and Propulsion a couple of weeks ago and he ended up dashboarding. I was using Combat Focus. A few days before I dropped a nuke and 62 TDM kills against a tryhard using Rewind with Propulsion and a KBAR. Same happened a while back when I was messing around with my old sensitivity one day (I normally play on anywhere from 17-20, I was on 5) and first game on I nuked a sweat using Synaptic and a KBAR 😂
Maybe they all though using Synaptic would give them special powers. Clearly they were misled... it's an EXCUSE.
There are no guarantees when using rewind, you can wind up being put right infront of enemy players that have moved to your last position. So yes, there is a risk. I have to say, whenever I see a try hard, there's no guarantee that they're using synaptic, it's actually quite a mix bag of rigs and tbh, I don't find any of them op. The claw and balista can be annoying but hey, it's call of duty, I'd sooner see no markers on the left of the screen than I would no claw, balista or active camo etc
