Well I no longer get the frame drops after today's update. It appears they reduced draw distance or lowered something with the lighting as I'm noticing things drawing in front of me and I've never seen that.
The April 3rd update appeared to have corrected the massive freezing I was experiencing - appeared from the last update. In the limited time I played last night, I did not experience anything out of the usual online type stuff. Hoping that it wasn't a fluke and that the freezing every 2-3 seconds has been fixed for me. Didn't see the standard framerate drop either in that time period.
I have the DLC maps, and now that they are in standard rotation, may have altered the playing field a bit as I believe I am only being matched with other DLC players... Who knows.
Frame rates are still juddering for me too, on large maps and/or where there are lots of particle and lighting effects going on.
Come on Activision/IW, get this sorted please. It's spoiling an otherwise good game!
May I ask the people with the issue what they are playing on? TV or Gaming monitor?

Hi! same here, i suffer from low frame rate this past few days, but its not just the multi, singleplayer too.
Even offline, i tested multiplayer with bots, same problem, so its not a connection problem, never happened before the update, but i dont know if its the system update or the cod patch.
