Does exclusive mean the Xbox One version will come out before PS4?

I think what they mean is xbox one will get all dlc exclusively a month before playstation and pc platforms, same as it has been for aslong as i can remember

That's pretty unlikely. While Microsoft and Activision announced an exclusivity partnership at the Microsoft event, they stated that this was for DLC and according to Activision Publishing's CEO Eric Hirshberg, the deal is similar to the one already in place.

It's really dependent on the release dates of the next gen hardware. Assuming these are going to be launch titles - launching along with the console, day one - if the Xbox One releases before the PS4, then yes, the game will come to Xbox One before PS4 and vice versa. That's just the nature of the beast.
