Hard Reboot definitely doesn't fix the problem. Tried it multiple times.
A Hard Reboot refreshes the problem for me. As long as I don't ever 'quit' Ghosts, or put another disk in, or turn the power off at the wall, or have a 'blackout' (not sure if this is just an Australian term), then I'm fine (after the initial going through the campaign again). My current solution is to not play it. Between this issue, the fact that I can't use my Season Pass on my 360 version as well, and that the new maps I paid for aren't in rotation in the normal tdm playlist, I have lost interest in this series.
Another thread had a fix for starting into the campaign. I don't remember the steps because it was almost more annoying than just saving and quitting. But I think you had to start ghosts without being signed into the console. don't remember now honestly since it only happens to me about half the time. still annoying as hell.
Same thing is happening to me, what I do to avoid this happening when you boot up, just back all the way out to the main menu and then turn Xbox off

Hi guys. Here's what I found in order to avoid this problem. Boot-up COD Ghosts before signing into XBL. It will take you to the XBL sign-in screen while the COD Ghosts menu is in the background. When you sign-in, it takes you to the main menu right away, rather than forcing you into the campaign.
The one solution out there that worked for me was to "Pin" the game to the home page on the left side and use that to boot up the game. Always goes straight to the Main Menu for me, otherwise it will start the campaign mode up.
