It's a commonly held misconception that an IP ban is the be all and end all way of handling any problem user or set of users. This is not true presently. Perhaps when dynamic IPs weren't common this would be the immediate answer, but we live in a day and age where you can turn your modem off for less than five minutes and often reconnect to the Internet with a new, dynamically issued IP.
If you're suggesting that we deny access to a range of IPs then that too is not something we would do as moderators. There's no real sense in blocking off a country or region because of a few bad eggs. That'd be like lopping off your arm to take care of a broken finger.
Regardless, I'm in discussion with my superiors to prevent this from happening.
