I have seen a few. And it's not like they are running into the open, focusing on it. They are hunkered down, maybe in a more accessible spot knowing they may have to resort to that. They are far fewer here though, and just like in past games the odds of running into them often who really reek havoc on you, is so unlikely. Even in other games when you came across quite a few of them, most aren't good. There's a reason for that, and a reason there is even fewer in Ghost's. It is harder to do, so less of the already minority will be good at it.
I think the big issue like mentioned was when you do happen to come across one who is good, you light them up, and they can still pull up and one shot you with seemingly no flinch. One good thing about the TTK in this game being much shorter is, it makes it so much harder to do that. The window they have is way smaller.
