Hmm. What device are you using? Are you using an external or your HDD? Have you tried to clear your memory? Go to Xbox dashboard and select System Settings. Next, select Storage, and All select Devices then Games and Apps. Select Ghosts and look for the datas you are trying to download and press A to delete then reboot your Console.
I would also recommend that you try this links out. Login your Xbox account. You need to make sure that your Xbox account is logged in on your console then you need to queue the download and also have a secure connection:
